How do I know when I have truly quit smoking?

you’ll know that you’ve truly quit smoking when you don’t feel a want for cigarettes anymore. in other words, when you have no problems in a situation where you would normally smoke.

if you haven’t completely quit, you’ll still feel a very strong urge to smoke. when you have quit, you may still feel the urge, but you’ll shrug it off as "huh, glad i don’t have to do that anymore"

I’ve heard people who have quit many years ago who still say how much they want a cigarette, but they can’t because they don’t have the money / don’t want to go back to it / whatever. What gives?

Almost universally those are people who didn’t actually manage to quit smoking.

Depending on which method you use to quit this time varies, but within a week - two months of quitting you’ll realize that you didn’t like cigarettes. People who quit for the wrong reasons (because someone else told them to being the biggest offender here) don’t seem to ever get to that point.
